Adding a Garden Suite in Fredericton: A Comprehensive Guide to Secondary Dwelling Units

garden apartment garden suite

As Fredericton embraces more housing flexibility, the addition of secondary dwelling units (SDUs), also known as garden suites, in-law suites, or garden apartments, is becoming an exciting opportunity for homeowners. Recent amendments to Fredericton’s Zoning By-law now allow one secondary dwelling unit per property citywide, opening up new possibilities for property owners. If you’ve ever considered adding a secondary dwelling unit to your property, this guide will walk you through the benefits, considerations, and how to make it a reality.

What Are Secondary Dwelling Units?

Secondary dwelling units come in three main forms:

  1. Accessory Apartments: Attached to the side or rear of the main residence.
  2. Basement Apartments: Located within the basement of the primary home.
  3. Garden Apartments: Detached units in the rear yard, built at grade level.

For garden apartments specifically, Fredericton’s Zoning By-law Z-5 outlines the requirements, including:

  • Utilize the existing driveway access
  • Be connected to full municipal services
  • Be constructed using quality exterior materials
  • Not be in the form of a mini-home
  • Be located in the rear yard
  • Not exceed a max floor area of 75sq.m.
  • Min 3m setback where there are openings in the wall and a min 1.2m setback where there are no openings in the wall
  • Not exceed 4.5m in height measured from grade to the highest point of any portion of the roof and 2.8m from the finished floor to required eave line
  • Maintain a min 3m separation from the main residential dwelling
  • Provide a 2m high opaque screening fence along the side and/or rear property line adjacent to the garden apartment where there are openings in the walls, or the equivalent to the satisfaction of the Development Officer

Why Add a Garden Suite?

1. Generate Passive Income

One of the most compelling benefits is the potential for rental income. With Fredericton’s housing demand increasing, a garden suite can serve as affordable housing for renters while providing you with a steady revenue stream. Your garden apartment may pay for itself in just 5-8 years.

2. Multigenerational Living

Garden suites are perfect for keeping family close while maintaining independence. Older relatives can live nearby without sacrificing privacy, or younger adults can save on housing costs while preparing to enter the real estate market themselves.

3. Affordable Housing Solution

Secondary dwelling units help address the housing shortage by offering affordable rental options, which are increasingly needed in cities like Fredericton. This not only benefits tenants but also contributes to community well-being.

4. Increase Property Value

Adding a garden suite or other SDU can significantly boost your property’s value by creating additional living space. For those considering resale down the line, this could be a key selling point.

5. Flexibility for Homeowners

Whether you need a home office, a guest house, or a rental unit, a garden suite offers flexibility to meet changing needs. Imagine having a dedicated, quiet workspace just steps away from your home—a perfect solution for remote work, running a small business, or fostering creativity in a private setting.

Neighbourly Homes: A Compact Housing Solution

For those looking to add a smaller-scale dwelling to their property, Neighbourly Homes by 12 Neighbours offers high-quality, energy-efficient tiny homes. These homes come in compact sizes and are built with durable materials, including triple-glazed windows, 2×6 studs, steel roofs, and impact-resistant siding. Starting at $70,000 for a fully finished unit (or $30,000 for a weather-tight shell), these tiny homes can be delivered and set up on your property.

Neighbourly Homes is a great example of how garden suites can be designed to maximize functionality while maintaining affordability, making them an excellent option for property owners looking to add a secondary dwelling unit.

The Role of Secondary Dwellings and Garden Suites in Addressing Canada’s Housing Crisis

Canada is facing a significant housing crisis, with increasing demand outpacing supply in many cities, including Fredericton. Secondary dwelling units (SDUs), such as garden suites and basement apartments, play a critical role in addressing this challenge by creating more housing options within existing communities. These units make better use of available land, offering affordable alternatives to traditional housing while preserving the character of established neighbourhoods.

For renters, SDUs provide access to high-quality, budget-friendly housing options in areas where homeownership may feel out of reach. For property owners, these units represent a chance to contribute to their community’s housing needs while generating additional income. This dual benefit supports individuals and families in need of affordable living spaces while empowering homeowners to invest in their properties and financial futures.

Cities like Toronto and Vancouver have already seen the impact of embracing secondary dwellings, helping alleviate the housing shortage by diversifying the types of housing available. By permitting SDUs citywide, Fredericton is joining the movement to create sustainable solutions that benefit both individuals and the broader community. Secondary dwellings aren’t just an investment in your property—they’re an investment in a more equitable and accessible housing landscape.

Considerations and Challenges of adding a Garden Suite

While there are many benefits, it’s important to be aware of potential downsides:

  • Upfront Costs: Constructing a garden suite requires an investment, including permits, materials, and utilities.
  • Regulatory Compliance: Meeting zoning requirements, setbacks, and building codes can take time and careful planning.
  • Management Responsibilities: Renting out a unit involves responsibilities like tenant screening, maintenance, and repairs.

However, with proper planning and the right support, these challenges can be navigated effectively.
